政治宣言をめぐる攻防

3月4日にも採択される予定の政治宣言の草案が明らかになったが、
内容を弱めようとするアメリカが修正を強硬に主張している。今の
ところ表立って賛成を表明している国はないが、アメリカは加盟国
への圧力を強めており、今後の展開が心配されている。

Draft Declaration
49th session of the Commission on the Status of Women

We, the representatives of Governments gathering at the
forty-ninth session of the Commission on the Status of
Women in New York, on the occasion of the tenth
anniversary of the Fourth World Conference on Women held
in Beijing in 1995, in the context of the review of the
outcome of the Conference and the twenty-third special
session of the General Assembly entitled “Women 2000:
gender equality, development and peace for twenty-first
century”, and its contribution to the High-level plenary
meeting of the review of the Millennium Declaration, 14-16
September 2005;

1. Reaffirm the Beijing Declaration and Platform of
Action adopted at the Fourth World Conference on Women and
the outcome of twenty-third special session of the General
Assembly;
2. Emphasize that the full and effective
implementation of the Beijing Declaration and Platform of
Action is essential to achieving the internationally
agreed development goals, including those contained in
the Millennium Declaration and stress the need to ensure
the integration of a gender perspective in the preparations
for and outcome of the High-level Plenary meeting on the
review of the Millennium Declaration;
3. Recognize that implementation of the Beijing
Declaration and Platform of Action and the Convention
on the Elimination of All Forms of Discrimination against
Women are mutually reinforcing in achieving gender
equality and the empowerment of women;
4. Welcome the progress made thus far towards
achieving gender equality, stress that challenges remain
in the implementation of the Beijing Declaration and
Platform of Action and the outcome of twenty-third
special session of the General Assembly and in this
regard, pledge to undertake further action to ensure
their full and accelerated implementation;
5. Call upon the United Nations system, international and
regional organization, all sectors of
civil society including non-governmental organizations,
as well as all women and men, to fully commit themselves
and to intensify their contributions to the implementation
of the Beijing Declaration and Platform of Action and the
outcome of twenty-third special session of the General Assembly.

ニューヨークにおける第49回女性の地位委員会に集まったわれわれは、
1995年北京で開催された第4回世界女性会議の10周年にあたり、同会議
及び「女性2000：ジェンダー平等、開発、平和の21世紀に向けて」と
題された第23回国連特別総会の成果の評価、また2005年9月14―16日
のミレニアム宣言評価ハイレベル全体会合への貢献という意味におい
て；

１． 第4回世界女性会議において採択された北京宣言及び行動
綱領と、第23回国連特別総会の成果を再確認する；
２． 北京宣言及び行動綱領の完全かつ効果ある実施が、ミレニ
アム宣言に盛り込まれた内容を含む、国際的に合意された開発目標を
達成するうえで不可欠であることを重視し、ミレニアム宣言評価のた
めのハイレベル全体会合の準備および成果においてジェンダー視点の
統合を確保する必要を強調する；
３． 北京宣言及び行動綱領と,女性差別撤廃条約の実施とが、
ジェンダー平等と女性のエンパワメントを獲得する上で、相互に補強
しあうものであることを認識する；
４． ジェンダー平等の達成に向けてこれまでになされた成果を
歓迎し、北京宣言及び行動綱領、並びに第23回特別総会の成果を実施
する上で残されている問題を強調し、このうえで、完全かつすばやい
実施を確保するための更なる行動を実施することを確約する；
５． 国連システム、国際及び地域機関、NGOを含む市民社会の
あらゆる部門と、そして全ての女性と男性に対し、北京宣言及び行動
綱領、並びに第23回特別総会の成果の実施にむけて完全にコミットし、
いっそうの貢献を行うことを呼びかける。

アメリカによる修正案
①箇条書き１．の文末に「その一方、これらが新しい国際人権を創設
するものではなく、また中絶への権利を含むものではないことを再確
認する while reaffirming that they do not create any new
international human rights, and that they do not include
the right to abortion」を挿入
②箇条書き２．の「ミレニアム宣言評価のためのハイレベル全体会合
の準備」に続く「および成果 and outcome of」を削除
